In the localisation workflow, reviewers use Review 360 to check the translation. This means that the changes they make are saved as suggestions that the author can accept or reject in Rise 360 or Storyline 360. If you want a reviewer to edit the source file directly, they will need an Articulate 360 seat to use the authoring apps and the appropriate permissions to access the source files.
